The photo was taken at the Deutsches Hopfenmuseum in Wolnzach (so the hallertau district), where the shoes of a “hop stomper” are displayed along with the ring he also carried with him.
The hop stomper was employed by hop dealers to make sure the proper amount (weight) of hops were packed into each sack. Growers provided only a tip and a meal.
The way it worked is there would be a hole in the attic. He fastened a sack to the ring and the sack dangled below. He jumped in and had hops poured over him into the sack. Then he packed the hops down.
A display at the Tettnang Hopfen Museum (which is on a working farm, so right now you could be watching a harvest in progress) illustrates this nicely. There a mannequin up to his waste in a hole with a child sweeping hops into the hole.
And at The Hop Museum in Žatec you get a different view, because you can view a hop sack from below or above (through a hole in the floor) and even pull a chain that raises the bag.
